Heat oil in a pan and saute the onions, green chilly and garlic till they are golden brown.
Now add the oats and fry along with it for 2 minutes.
Add the mixed vegetables and saute for 2-3 minutes.
Add salt and water and let it come to a boil.
Simmer the stove and let the vegetables cook well.
Now add the pepper powder to it.
Garnish the soup with cilantro.
Serve the delicious soup hot.
